\n\t\tAdnewyddu Cynllun Gweithredu Strategol Cymru<\/h1>\n<\/div>\n

\n\tEfallai eich bod yn gwybod bod Dirprwy Weinidog y Gwasanaethau Cymdeithasol, Gwenda Thomas AC, wedi addo adnewyddu Cynllun Gweithredu Strategol Anhwylderau'r Sbectrwm Awtistaidd a gyhoeddwyd yn 2008.  Gan fod ei swyddogion ar fin cau pen y mwdwl ar y fersiwn newydd, mae’n bryd inni roi gwybod am y gwaith sydd wedi’i gyflawni a dweud rhagor am yr ymgynghori cyhoeddus sydd i ddod.<\/p>\n

\n\tMae blaenoriaethau newydd y cynllun wedi’u pennu yn sgîl adborth y budd-ddalwyr – yn arbennig pobl ac arnyn nhw awtistiaeth, eu rhieni a’u cynhalwyr.  Ar y cyd â mudiadau gwirfoddol dros awtistiaeth, cynhalion ni gyfarfodydd ymgynghori fis Tachwedd 2012 ac rydyn ni wedi cael cyfle i siarad yn uniongyrchol â rhai grwpiau awtistiaeth.  Dyma’r prif flaenoriaethau ddeilliodd o’r ymgynghori:<\/p>\n

\n\t•        Asesu, diagnosis a chymorth (cyn diagnosis ac wedyn) i blant ac oedolion.<\/p>\n

\n\t•        Adolygu isadeiledd awdurdodau lleol ar gyfer anhwylderau'r sbectrwm awtistaidd.<\/p>\n

\n\t•        Addysg, pontio a chyflogi.<\/p>\n

\n\t•        Ymyriadau.<\/p>\n

\n\t•        Hyfforddiant ac ymwybyddiaeth.<\/p>\n

\n\tWrth bennu’r blaenoriaethau, sefydlon ni gylch ymgynghorol ac iddo aelodau a allai gynnig cynghorion a chyfarwyddyd arbenigol.  Ymhlith yr aelodau, mae rhiant sy’n gynhaliwr a rhywun ac arno Syndrom Asperger.  Mae rhai aelodau eraill yn cynrychioli’r gwasanaethau statudol a gwirfoddol sy’n rhoi cymorth i bobl ac arnyn nhw awtistiaeth.<\/p>\n

\n\tRydyn ni’n gwybod bod angen mynd i’r afael yn fater o frys â rhai o’r materion sydd wedi’u nodi, ac rydyn ni’n cymryd camau yn barod i sefydlu cylch gorchwyl a gorffen dros faterion diagnosis plant ac arnyn nhw anhwylderau'r sbectrwm awtistaidd yn ymateb i bryderon rhai rhieni a chynhalwyr am faint o amser mae’i angen i roi diagnosis mewn nifer o ardaloedd.<\/p>\n

\n\tI wella’r defnydd o’r cynllun newydd, rydyn ni wedi mynd ati i gryfhau’r llywodraethu a’r atebolrwydd, hefyd.  O ganlyniad, bydd i’r cynllun newydd drefniadau cyflawni fel y gall pawb fesur y cynnydd yn ôl y deilliannau sydd wedi’u pennu.  Ar ôl gorffen y cynllun, y cam nesaf fydd ei gyhoeddi i ddibenion ymgynghori dros 12 wythnos.  Byddwn ni’n hel sylwadau budd-ddalwyr ac yn gofyn cwestiynau penodol am ein cynigion.  Yn ogystal â gofyn am adborth ysgrifenedig, bydd Llywodraeth Cymru yn cynnal gweithdai ymgynghori bychain fydd yn rhoi cyfle inni drafod ein bwriad gyda’r budd-ddalwyr yn uniongyrchol.  Gofynnir i swyddogion dros faterion anhwylderau'r sbectrwm awtistaidd helpu i gysylltu â grwpiau lleol i’w gwahodd i gymryd rhan.  Yn y cyfamser, byddwn ni’n rhoi’r wybodaeth ddiweddaraf i’r swyddogion hynny fel y gallan nhw ateb unrhyw ymholiadau.<\/p>\n

\n\tAr ôl inni ddadansoddi ymatebion i’r ymgynghori a newid y cynllun yn briodol, byddwn ni’n cyhoeddi’r fersiwn terfynol ynghyd â’r trefniadau cyflawni fel y bydd modd i’r gweithredu ddechrau yn 2015.<\/p>\n
